Ian Marshall was baby-sitting for a friend when the back door burst open and two men rushed in．A burglar was trying to escape from a policeman who wanted to arrest him．
The two men fought through the house and went out through the front door．Ian rang the police for help，then went outside to see what was happening．The police officer asked Ian to lend a hand，but he refused and closed the door．The burglar got away．
Ian could be prosecuted（起诉）under a law which says that a fit and well person who refuses to help the police is guilty of an offence（违法行为）．He could be fined or sent to jail．People in his hometown call him a coward（胆小鬼）．
